In Drummondville, January averages -9.7 °C and the year adds up to 4,412 heating degree-days, barely 3% more than Montreal (1991–2020 normals). But the extremes tell another story: on January 27, 1994, the station recorded -39.5 °C. Those are the nights your backup heating needs to be ready for.
Hydro-Québec explains that most air-source heat pumps have a minimum operating temperature below which they stop working, between -15 °C and -25 °C for newer models. Ask each installer for that threshold on the unit they're proposing, and choose an ENERGY STAR Cold Climate model. LogisVert rewards it: $120 per 1,000 BTU/h at -8 °C, versus $50 for a model that is only ENERGY STAR certified. For 36,000 BTU/h, that's $4,320 instead of $1,800, as long as it doesn't exceed the pre-tax cost.
The whole region is served by Hydro-Québec. On the municipal side, Victoriaville's Habitation durable program is suspended until further notice. Chauffez vert ended on March 31, 2026, and Rénoclimat no longer funds heating. Registration for the free heat pump for modest-income households is closed for 2026–2027. On October 8, 2026, Ottawa announced a $2,000 rebate, up to $10,000 below the median income, with a portal promised for January: until it opens, don't build your budget around it.
