In the Quebec City area, the 1991–2020 normals give -11.3 °C in January at Sainte-Foy and -11.9 °C at Jean-Lesage airport, with 4,823 and 4,977 heating degree-days a year. That's 13% to 16% more than Montreal. At the airport, the temperature fell to -36.7 °C on January 14, 2015.
With an average January colder than -8 °C, LogisVert's reference temperature, an ENERGY STAR Cold Climate model is the obvious choice. Hydro-Québec notes that a heat pump becomes less efficient as it gets colder, and that trying to meet all your heating needs with one wouldn't be economical: your current heating system remains the backup for bitter days. Don't oversize to chase a bigger rebate either, since an overly powerful unit dehumidifies poorly in summer.
Capitale-Nationale is served entirely by Hydro-Québec, and we found no municipal heat pump program. The money comes from LogisVert: $120 per 1,000 BTU/h at -8 °C for a Cold Climate model, $50 for an ENERGY STAR model. For a geothermal heat pump, the LogisVert page lists $750 per 1,000 BTU/h, taken directly off the installer's invoice. The free heat pump for modest-income households is offered in the region, but 2026–2027 registration is closed; Chauffez vert is over and Rénoclimat no longer funds heating. The $2,000 federal rebate announced on October 8, 2026, isn't open yet.
Compare at least three written quotes that give the exact model and its capacity at -8 °C, then look it up in Hydro-Québec's eligible heat pump search tool. Insist on an RBQ licence with 15.9 or 15.10, plus 15.1, 15.7 or 15.8, and membership in the trade's corporation (CMMTQ or CETAF).
