At Bagotville, January averages -15.1 °C and the year adds up to 5,532 heating degree-days, nearly 30% more than Montreal (1991–2020 normals). On January 3, 2014, the station recorded -40.6 °C. Here, the question isn't whether your heat pump will need help in winter, but how often.
Hydro-Québec spells it out: below their minimum operating temperature, between -15 °C and -25 °C for newer models, air-source heat pumps shut off and the backup system heats the whole house. Choose an ENERGY STAR Cold Climate model, keep your baseboards or electric furnace, and have the quote state the temperature at which the proposed unit cuts out.
Are you on Hydro-Jonquière, which serves only the Jonquière borough, or on the City of Alma's network? Hydro-Québec confirms their customers are eligible for LogisVert, with the same amounts: $120 per 1,000 BTU/h at -8 °C for a Cold Climate unit and $50 for a standard ENERGY STAR model, or $3,600 versus $1,500 for 30,000 BTU/h. Add a second LogisVert measure to the same application and the total goes up 5%. Don't count on Chauffez vert (closed March 31, 2026), the free heat pump (2026–2027 registration closed) or Rénoclimat, which no longer funds heating. The federal rebate announced on October 8, 2026, has no portal yet.
For the installer: an RBQ licence with 15.9 or 15.10, plus 15.1, 15.7 or 15.8, membership in the CMMTQ or CETAF, and at least three written quotes, as the RBQ suggests. Hydro-Québec doesn't go door to door for LogisVert: an unsolicited offer made in its name is probably a scam.
