In Saguenay–Lac-Saint-Jean, big outages come with snow and wind. After the 2022 holiday storm, about 18,000 customers in the region were still without power on December 25 at 11 a.m., and some 7,300 households were still waiting at noon on December 27. On November 11, 2025 at 5 p.m., after a heavy snowfall, about 29,000 customers were still in the dark. With a January average of -15.1°C at Bagotville, a winter outage is something to plan for.
The math depends on who sends your bill. Hydro-Jonquière serves the Jonquière borough, and the Ville d'Alma runs its own network. The rate by-laws we reviewed provide for Rate Flex D at neither: in those areas, a battery is mainly for backup. Alma also offers no net metering and requires its written authorization before any generating equipment is connected in parallel with its network. Elsewhere in the region, Hydro-Québec's Flex D bills 46.463¢/kWh during winter peak demand events, and a battery can avoid part of that.
The grant is the same everywhere. Since October 1, 2026, Rénoclimat refunds up to $4,000 toward a fixed battery of at least 5 kWh in a principal residence, with a true sine wave inverter (1.2 kW continuous, 2.5 kW surge), grid-connected and compliant with Hydro-Québec standard E.12-07. A separate measure pays up to $1,000 of a master electrician's fees to connect a backup power source. No stacking with other public assistance for the same work, and nothing from LogisVert for storage.
