In the Gaspé Peninsula and the Magdalen Islands, wind and freezing rain cause the outages. On November 29, 2018, winds above 120 km/h damaged the islands' network and cut power to hundreds of customers. Hydro-Québec announced it was flying in about twenty crews. On April 4, 2018, according to Environment Canada, freezing rain fell for almost 20 hours on Montreal and the Gaspé.
On the islands, electricity comes from the local power plant, which burns fuel oil, and Hydro-Québec plans to build a new one on the same site by 2035. This off-grid system changes the picture: Rate Flex D is not available there, so a battery is mainly about backup. LogisVert pays $2,000 per kW of solar panels on the islands, up to 50% of the cost, if the main heating system does not run on fuel, but nothing for the battery: storage remains excluded. On the peninsula, Hydro-Québec customers can choose Flex D, which bills 46.463¢/kWh during winter peak demand events.
Rénoclimat applies on both sides. Since October 1, 2026, it pays up to $4,000 for a fixed battery of at least 5 kWh in a principal residence, permanently connected to the panel, with a true sine wave inverter (1.2 kW continuous, 2.5 kW surge), grid-connected and compliant with Hydro-Québec standard E.12-07. On the islands, have Hydro-Québec confirm the connection requirements specific to the off-grid system before you buy. No other public assistance can be combined for the same work.
If the installer comes from the mainland, ask who will do the verification tests and the service after installation. Insist on a master electrician (RBQ licence subcategory 16).
