In Montreal, the April 5, 2023 ice storm left about 485,000 customers without power the next day, according to Hydro-Québec, and about 24,000 were still out on April 10 at 9 a.m. On November 10, 2025, heavy wet snow knocked out power to nearly 400,000 customers, mostly in the Montreal area, Environment Canada reports. In the 1998 ice storm, Montreal was already among the hardest-hit regions.
On the island, Hydro-Québec serves everyone except Westmount. With Hydro-Québec, Rate Flex D bills 46.463¢/kWh during winter peak demand events, and a battery can take over during those hours. Westmount is different: Hydro Westmount does not offer Flex D, does not allow power to be fed into its network, and requires a backup generator to have an automatic transfer switch it has authorized. Have your battery setup approved before you buy.
Good news for plex owners: Rénoclimat's fixed battery grant covers principal residences, duplexes, triplexes and multi-unit residential buildings, but not secondary residences. It pays up to $4,000 for work done since October 1, 2026: a system of at least 5 kWh permanently connected to the panel, a true sine wave inverter (1.2 kW continuous, 2.5 kW surge), grid-connected and compliant with Hydro-Québec standard E.12-07. In a divided co-ownership (condo), the syndicate of co-owners receives the grant. No other public assistance can be combined for the same work, and LogisVert excludes storage.
