In Abitibi-Témiscamingue, the cold sets the priorities: January averages -15.1°C in Rouyn-Noranda and -16.3°C in Val-d'Or (1991–2020 normals). The Hydro-Québec outage reports we reviewed do not name the region among the hardest hit, but a mid-winter outage weighs heavily here. It keeps the essentials running if you choose the circuits on your critical-loads panel carefully.
In central Amos, the city's own electricity department distributes power. Its rates match Hydro-Québec's for the same customer category, but its rate by-law provides neither Flex D nor net metering: there, a battery is mostly about backup. Elsewhere in the region, Hydro-Québec's Flex D bills 46.463¢/kWh during winter peak demand events, and a battery can avoid part of that.
Rénoclimat pays up to $4,000 for a fixed battery installed since October 1, 2026 in a principal residence, not at the cottage: at least 5 kWh, permanently connected to the panel, a true sine wave inverter (2.5 kW surge), grid-connected and compliant with Hydro-Québec standard E.12-07. For a generator, the backup source connection measure pays up to $1,000 of a master electrician's fees for the transfer switch, without covering the generator itself. No stacking with other public assistance, and LogisVert excludes storage.
