Outaouais keeps showing up in Hydro-Québec's outage reports. During the 1998 ice storm, on January 6, 700,000 customers were already without power in Outaouais, the Beauce, Montérégie and Montreal. On December 13, 2021, after gusts above 100 km/h, about 21,000 customers in the region were still waiting for power. The May 21, 2022 derecho put the region among the hardest hit, and at the peak of the 2022 holiday storm, most homes without power were in Outaouais, the Laurentians and Capitale-Nationale.
The whole region is served by Hydro-Québec: Rate Flex D is available, at 46.463¢/kWh during winter peak demand events. For outages, keep expectations realistic. Rénoclimat's minimum, 5 kWh with an inverter rated 1.2 kW continuous, supplies 1.2 kW for about 4 hours, before losses. Choose the circuits for your critical-loads panel ahead of time.
Rénoclimat pays up to $4,000 for the fixed battery, since October 1, 2026, in a principal residence: a system permanently connected to the panel, a true sine wave inverter with 2.5 kW of surge capacity, grid-connected and compliant with standard E.12-07. A separate measure, connecting a backup power source, covers up to $1,000 of a master electrician's fees for the transfer switch and its connections, but not the equipment itself. No stacking with other public assistance for the same work. LogisVert excludes storage, and Gatineau's municipal program targets the replacement of oil heating, not batteries.
