In the Lower St. Lawrence, from La Pocatière to Rimouski, everyone is a Hydro-Québec customer: no municipal utility changes the rules. The Hydro-Québec outage reports we reviewed do not list the region among the hardest hit by recent storms. That does not make it immune: on March 13, 1989, a geomagnetic storm left all of Quebec without power for more than 9 hours.
Here, a home battery is judged as much on your bill as on backup. On Rate Flex D, electricity costs 46.463¢/kWh during winter peak demand events, versus 9.103¢ outside them (4.886¢ for the first 40 kWh a day). The battery charges before the event and takes over during it. Hydro-Québec can call at most 120 hours of events per winter, in 4-hour blocks. A battery that supplies 5 kWh during each of those 30 events shifts 150 kWh at most. At a gap of about 37¢/kWh, that is roughly $56 per winter, before losses. And Flex D is closed to customers on net metering, so to solar panels enrolled in that option.
Since October 1, 2026, Rénoclimat pays up to $4,000 for a fixed battery in a principal residence: at least 5 kWh, permanently connected to the electrical panel, with a true sine wave inverter (1.2 kW continuous, 2.5 kW surge) that works alongside the grid and meets Hydro-Québec standard E.12-07. No other public assistance can be combined for the same work, and LogisVert excludes storage.
