On the Côte-Nord, solar potential drops as you head toward the Lower North Shore. For one kilowatt facing due south and tilted at the latitude angle, Natural Resources Canada gives 1,139 kWh a year in Baie-Comeau, 1,118 in Sept-Îles, 1,099 in Havre-Saint-Pierre and 953 in Blanc-Sablon. For a 5 kW system in Sept-Îles: 5 × 1,118 = about 5,590 kWh a year, roughly 7% below the 1,200 kWh per kW average Hydro-Québec quotes for Quebec.
The seasonal gap is wide: in Sept-Îles, that kilowatt generates 59 kWh in December and 110 in July. With Hydro-Québec, net metering bridges the gap: your summer surplus becomes kWh credits for the winter. The catch: every 24 months, the bank is settled at the average cost of supply, 4.730¢ per kWh.
Baie-Comeau has a twist. The City itself distributes electricity in the Marquette sector, to nearly 5,000 customers, while the Mingan sector is served by Hydro-Québec. In the City's rate by-law, the net metering section is "repealed": nothing in it provides a credit for your surplus. You also need the City's written authorization to connect your panels and get LogisVert.
As for the grant, LogisVert offers $1,000 per kilowatt, up to 40% of the bill, for installations completed since June 30, 2025. If your installer comes from far away, get it in writing who will handle service after installation. Insist on an RBQ licence and a master electrician who is a CMEQ member and files the connection request before you buy anything; Hydro-Québec also recommends NABCEP certification.
